What's happened is that you have run out of a specific resource at the build site that is required to build the ship. In time, so long as you have some available, a civilian freighter will be by to drop off what is needed and construction will resume. Not much you can do about it other than wait for the freighter though.

It annoys me though when you find an abandoned spaceport, not on a planet but usually in an asteroid belt and no cargo ships ever supply it with material to finish anything.  They are almost a liability.  I had one "Out of the Way" space port that became clogged with repair work that never became done.

I must admit, the more I play the game the more I like the constraints of the supply model, although it can be difficult to understand what is going on. I'd like to see a status message such as "Need 15 Steel to repair." at the station.

If you don't have any available, you will purchase it from an alien empire (that you have good relationship with) that does have it available... it happens automatically, just takes a little longer.

Is there anyway to find out which resource your short off?

Can you ship resource to the location or are you reliant on the private sector?

I've just seen a post on how to check it's very useful. However why oH why doesn't the game simple show you in the construction screen. Maybe turning a resource red or something. In WiTP AE it would have an asterix[;)]

You are making assumptions.

It happens every now and then that build projects freeze due to other reasons than lack of resources. As of version 1.0.4.9 there are lingering bugs regarding the construction projects in space ports or planets. There is no reason to assume these have been cleared up by the current beta (I haven't made the switch yet, though).

Is there anyway to find out which resource your short off?

For a quick check, look at the cargo store of the planet in question: Select the planet, double click on the title of the selection pane to get the details view and navigate to the cargo tab. This lists all resources on the planet, luxury and strategic, as well as pre-assembled components for the onstruction projects of the planet and space port, if any.

Note, that there are two columns for each item, the stock at the planet and a 'reserved' column which details what part of the resource is tied up by a construction project, ships refueling or planned shipments, etc. Look through all strategic resources. If for any of them your current stock is below the reserved amount, you have indeed a resource shortage like Shark7 is assuming. Then everything is fine, except maybe the transportation AI might be short-handing the planet.

If not, a closer look is in order:

Select the ship that is not progressing. Double click the top of the selection pane, to get its details, navigate to the components tab. There you can see all the components that haven't been installed yet. Find out what resources are required for the components (can be done via the ship designer, follow the 'view design' button, for example). Re-check the planet's cargo store to make extra sure that the supply of these resources is ample. In that case you probably should:

Write down your findings in a text file and zip that together with a save game. Then follow the instructions here: 'Where to Upload Save Files'. Maybe the issues with stuck construction queues will eventually be resolved, if we pester them enough about it (I'm not doing it nearly enough).

Trying to resolve the problem with your current game, you also might (optional): Check whether there is another ship queued for the planet. Stuck queues without a resource shortage often (but not exclusively) happen when the game for some reason seemingly tries to build the items further down the queue first. An indication of this is that lots of components for that other model have been built and are waiting in the planet's store for assembly. I've had it happen that everything for all ships further down the queue had been built, but still the topmost ship wasn't progressing. The only option to resolve the deadlock is to scrap the ship under construction. It can be worse with space ports. If everything stuck is a ship for the private sector, these cannot be scrapped, so the only options are to wait and hope or to scrap the entire space port.
