Tutorial OB Question

In the Allied OB in the _Tutorial: Return to St. Vith scenario, C Coy 51 Arm Inf Bn is an organic subordinate of 35 Tank Bn HQ, and conversely, C Coy 35 Tank Bn is an organic subordinate of 51 Armored Inf Bn HQ.

It seems like a switcheroo, but perhaps it was intentional? (something to do with combined Arm/Inf attacks?)
