LCU Upgrade Question

So I have seen a bunch of Matilda and Lee Grant tanks arrive at Cape Town but none of my armor units have ever been upgraded to use them, is there something you have to do besides be on base with 20,000 supply and the unit coded for upgrade?

Units have to be set to Rest for TOE to be upgraded.

I'm pretty sure they have been at rest at some point but I'll give it another go,

Have to be within 2 times the range of a Command HQ too. So rest and that should do it.

that is probably my problem, does it have to be its command HQ or any Command HQ?

Some of my Aus Armoured units are staring to receive Matildas. Im making sure that the ones that are withdrawing are last on the TO&E upgrade list though
