Air Units not Flying Help

I have a group of air units in Noumea, several squadrons of DB, F and LB. They had been flying stikes against attacking Japanese naval and land forces to the north for 2 turns. This last turn none of them launched strikes? Supplies are fine, morale is good, lots of targets in range, aviation support is less needed but it was the prior 2 turns and the area was under heavy rain but I received no message that a strike was canceled due to weather (LB ground strike ordered on Japanese landings at Luganville). Can anyone give me an area to look at that might have caused them to stay grounded?
