Will there be no Russian Navy in this game? Particularly centered around Vladivostok?

I know this is a predominantly pro-Russian Navy thread, but I wanted to toss my .02 in...

I would personally rather have more minor units from the major combatants (US/Japan/Brit) than the major units of the Russian fleet. Basically, I'd rather see more units that will definitely be used than a bunch of units that might not be used. (probably won't be used)

I don't mind having them in the database for scenario designers and mods, but if I had my druthers, I'd rather see more detail to the major players' databases.

What I'm getting at is that if there are cuts that need to be made, I'd cut the Russians first. If they can be put in w/ no problems though, than go nuts.

I don't think that the Russians would necessarily be a problem, as unlike Pacific War, I don't think that there is a limit to ship types, and ship numbers, and if there is, it is sufficiently high enough that the addition of the Russian Navy won't take away from any other navy.

It will be interesting to see how much flexibility WitP hands the Allies for bringing in the Soviets. Perhaps there could be some level of lend-lease aid where reduced delivery of US a/c to Wallied units increases the probability that the USSR may be cajoled into some form of attack. Still, their *prime* enemy is going to be the Germans, so I expect that the Allies won't see much help from the Sovs in the PTO.

But will the Japanese player be allowed to lauch preemptive strikes against the Soviets? That would be an interesting twist. And if so, could the Japanese effectively knock the Soviets out of the war early thereby freeing up Manchuria and the Kwantung?
