How to get fuel to Anshan (200 required), Changchun (40), Harbin (80) and Mukden (200)?

Fuel at Port Arthur and Keijo above requested amounts.

As long as you control the highways and rails - and you have sufficient reserves of fuel - the computer will automatically move fuel to those bases for consumption.

I've held the ports, rails and roads for years...computer doesn't provide the fuel (file attached).

You do not have enough fuel. Excess is whatever is above 3 x requested amount.

Here is an older file when I had more fuel then requested in both Port Arthur and Keijo...still low fuel


I gave up and shipped the fuel where it would be used.
