Waw u3 issue with Japanese unit movement

I seem to have run into a movement issue as the Japanese after playing the Launch Chinese Offensive card.
I am unable to move the Japanese units that are positioned within the "isolated" Chinese cities along the east coast.
These units have 100 ap and I think should be able to move, however the units appear grayed on the screen and will not respond to a move command. The air units seem unaffected as do the ground units in the 2 hex area around Fuzhou.
It almost seems as though after the playing of the card, the game still thinks that those hexes around the cities are still neutral?
Has anyone had a similar issue? Am I missing something here?
Any help would be welcome.

aye it has happened to me, it has to do with those units being surrounded and unable to move prior to the card being played but they will move next turn.

Yes, I've tried everything I know how, I've totally deleted them and re-put them in, plus a bunch of other things, and have not ever been able to fix that. They will move your second turn though.

you could simply make a hex next to them japan also and that would fix it.

Seems to me that in all WAW wersion this hapened. Every time I play JA 1st turn some land units freeze.
