Strategic Transfers?

I am playing the small Poland map as the Poles, and cannot seem to strategic transfer any units? No HQ shows up in the list when I try to move units. How can I see what Railcap I have?I must be missing something? [&:]

Edit: While messing around with Case White, as the Germans, I can use the Strategic Transfer for the eastern units in the northern sector, but not the western ones. Why is this? I really don't understand this mechanic at all.

You can't ST German forces as well. Don't know why this is, but you're not missing something, it's not there.

The rail only HQ with rail cap are the very top ones, so OKH for the Germans and Smigly for the Poles.

To be able to use rail cap the unit must actually be on a rail hex, not just a road hex, that's connected to the highest HQ. If that's true then you can try to move to any of the highlighted hexes. It will show how many rail cap points it takes to get there.

For the Germans in Case White the units in the East Prussia area must first get a rail connection to OKH. And yes you can rail transfer German units in this scenario.... as long as they have a rial line connection to OKH.

I think the area of strategic transport needs a bit rework too.

Seeing that I need almost 2/3 of my capacity to transport a single regiment of a motorized Div. from West Prussia to East Prussia seems simply wrong.
Around the 6.9. the mass of XIX & XXI Korps transfered from Western Prussia to Eastern Prussia in around 2-4 days, this makes clear that the capacity should be at least enough to transfer 1 Divisions over that distance each turn.

I don't see that in the calculations but does moving OKH closer help?

Also what about giving rail capacity to at least 3rd Army to get a "local" transport capacity in Prussia, would be handy as long as there is no land connection to East Prussia but I'm not sure if that works, has anyone tried trains outside OKH?

The distance you are moving a unit eats into the strategic capacity.
In the editor, you could add train units to the high HQ in East Prussia to allow local strategic movement.
It is fairly easy to add this to OKW as well to increase capacity.
