I trying to set up Darwin as an Sub Base. It is currently port size 3 with 3 sub tenders. I am having trouble reloading torpedoes. Does the port have to be larger? Any ideas why I couldn't reload 21 inch torps.

Do your sub tenders have supply? They need supply to load torpedoes.

Thanks, the sub tender did not have loaded supply. Once I load the tenders with supply do they need to stay in a task force or can i disband them at the port.

Disband them in port. But look at them from time to time as reloading subs does subtract supply from them, so you will eventually have to re-load them with supply.

I'd also consider moving two of those three AS out of Darwin or you will be very sorry if your opponent comes for a raid.
There aren't just that many AS around and the help they offer for repairs is IMHO not worth the risk, unless you're already late in the war.
