Accuracy in Editor

What indicates a more accurate weapon? A LARGEer number or a SMALLer number?

In every case I can think of, larger numbers mean more accurate. In WITP, I believe, most of the accuracy ratings were based on rate of fire, but that doesn't quite hold true for AE.
