Actually Matto, the question came to mind due to speculation about your situation in the 109 game. If you say that your manpower is dropping due to occupation of Austrian territories then we have our answer.

The National comparisons table apparently is not telling the whole truth about enemy situations. It shows Austria with 65 manpower remaining. If occupied provinces are not contributing to the total, then it must be much lower than 65. It was fooling me.
