Question about WaW U4 WA naval research

I've just started a game, and have noticed that the WA have BB & CA available for research, but do not have BB&CA 2 listed as available to build - indeed they do not even have BB&CA 1 listed as available.

Have I missed something - I could be going blind??

Ops - have noticed that I have "Ships 1" - so that covers the BB & CA lvl 1...
