Problem with version 1.81

I have just downloaded & installed the latest patch I am now unable to navigate through the main map I can move the screen from east to west (fine if I was playing Russia) but I am unable to move the screen in any other direction also the tool bars are encroaching into the map screen area. any ideas as to what is wrong?
