Quick question. I am playing as Russia and recently declared war upon AI Poland. After a rather decisive campaign, approximately 80-90% of the country is occupied, including the capital of Warsaw, and all armies crushed, leaving only one or two divisions within the entire country. Yet, they refuse to surrender. There is no request or offer on their behalf...additionally, I saved and tried to offer a cease fire, to no avail. What am I missing, as part of the pre-requisite to surrender?

Is this with Poland as a minor nation or as a major power (Poland is one of the nations that Sweden can be exchanged with).

If Poland is a minor nation, then they will not surrender as such, but when you take the capitol you take the entire nation.
If Poland is a major power, look at the diploamcy screen and look at the Polish National Morale, if it is below -750 there is a CHANCE every turn that they might be forced to surrender.
