How do you view the new DigiArt?

How do you view the new DigiArt?

I found a way to view all the new digital art pics but now I can't find it.
I thought the art viewer program was HCE_art.exe but now when I try to open it it tries to install Access 97 runtime. I have a 64 bit Win 7 laptop with Access 2010 installed and don't want to screw that up so I have been afraid to install this.

The DigMilArt folder is in the HUCE folder.
