When I run it in HCE or ANW, I get a prompt to choose an application?

That most likely means you don't have Microsoft Access, the program needed to use the editors. In the HCE directory you'll likely find hce_art.exe, a runtime version of Access 97 that will work with the editors in lieu of Microsoft Access. It is getting pretty long in the tooth though so user beware. The best thing is to get a real copy of Access or grab a newer Access runtime (the runtime packages allow you to use access database solutions but not edit the design of the tables (but you can edit the data and do all Harpoon editing functions)).

I will try to find a cheap/free version. In the meantime, there's plenty to play around with here.
