Russia unable to build depot in Prussian free state Poland when access allowed

Hi all
we have just noticed that when a Prussian controlled Poland is a free state, Russia can not build depots there, even if Russia is allied and has access to Poland. Has anyone else noticed this for other kingdoms?

As Poland is an important (the only?) supply route for Russia to support Prussia, this can be a relatively serious problem.

Prussia is basically crocked. Virtually nothing about it seems to work properly when it's created as a free state.
