Training Cap of 59 Experience?

Greetings!

Has anyone noticed that experience seems to max out at 59 for training? I just ran a testbed game for 3 months and the most I could get my green pilots up to was 59.

As soon as a squadron gets to 50-55, it is time to get them into light combat and increase their experience that way.

Combat increases experience faster than training. The problem is pilot experience less than 50 get whacked by AA/enemy aircraft, and experience more operational losses. So train them to that point then commit them to a secondary role to gain experience (bombing isolated enemy positions, unoccupied beaches, etc...).
