Constant Soviet Casualties?

I'm currently playing the GC against the Axis AI.

Even when it's the mud sitzkrieg, with no combat initiated by either side I'm losing 30k men a week, according to the losses screen. This seems odd. WAD?

Attrition, most should be disabled and not KIA.
