CTD when trying to build a unit

Just started my first main campaign playing as the soviets and was trying to build new units in Pavlovo on turn 1. I build one rifle division and that went okay and tried out of curiosity to build a 2nd rifle division when I only had 20 admin points left, the first time I did this the game stopped working and crashed, the second time the game told me I did not have enough admin points and then crashed. It worked okay when I built one rifle division on one anti tank unit. I have a copy of the save game if you need it. I have the patch installed.
