Assignment of Support Units

I find it easy to move SUs between HQs, but am confused when it comes to assigning them directly to combat units. A list of SUs available for such transfer will appear, but where are these units coming from? a pool of unattached SUs? HQs in the combat unit's command chain? This would make sense, but there are many more SUs assigned to HQs than are ever available for assignment to CUs. In any case, how as a rule do you get SUs out of HQs and into CUs?

Might someone explain?

For Axis the "Support Units" come from above HQs (i.e. up the chain of command).

For Soviets player can get "Support Units" from above HQs (i.e. up the chain of command) same as for Axis but they can also be created as new (i.e. empty shells that will fill up depending of production and situation in pools)).
