What is this?

Sorry for the silly question but this one is bugging me and have done forum searches and did a quick search thru the manual but on the unit counter, underneath the unit symbol, there is an f with a wavey line and a # next to it. What does this represent?

This is strategic MP (SMP), used when unit moves by rails.
