Tank Divisions not rebuilding as brigades?

I've happened to notice with the latest beta patch that none of the tank divisions that the Panzers are forcing to surrender or shatter happen to be appearing on the reinforcement list as tank brigades, as the manual says they should. Tank division that get sent off to reorg after routing do appear on the list properly, as do destroyed/reorged Rifle/Motor divisions.

Another reinforcement related bug: Air units formed for the Soviets/sent to the National Reserve are added to the Reinforcement List but don't come off, just perpetually appearing set to arrive in the next turn, even though they've long since come.

Small Aside question: How necessary is it for the Soviets to be evaccing HI points? As it is, they already start the campaign with a 40 point surplus in HI compared to the resource sites that they hold, and that's not counting the 30% production boost their HI gets starting in 42 or the lost resource production to the German advance.

I see no issue here. All groups correctly located in the National reserve. Some arriving messages can be confusing though. Will make them look more consistent.

HI evacuation is very costly. Also you may loose the some significant HI due to the enemy action too. Otherwise tension in resource production is intentional. It makes fighting for the South very important. I.e. while you move your industries additional RS stocks will allow to get boosts later on.

I see no issue here. All groups correctly located in the National reserve. Some arriving messages can be confusing though. Will make them look more consistent.

My issue is more with the Upcoming Reinforcement list than anything that appears in the Logistics Report, even though the Soviets only start with something like 10 total groups on the list, all the new formed groups and stuff sent to the Nat. Reserve appear on the list and never come off even long after they've arrived.
