Can't seem to Buildup Soviet Corp

Following along with the Tutorial. Seems I Cannot buildup Soviet 19th and 21st Gds into Corp. They each have 16 mps, and are located (not adjacent to any enemies) in one hex at the start of the current turn. I also notice the "buildup button" will not toggle to yellow, when either left clicked or {b} Game Date is 11/15/1942

maybe you need 3 divisions in the hex? I always build from 3 and I am not sure exactly how the rules work with 2...

Also, different types of build up become available at different times during the course of the war. The manual has a list somewhere. I didn't play the tutorial, so I'm not sure what applies...

See section 7.5.3 in the manual. That provides details on buildup and breakdown of units.
