3 div or 4 div?

Regarding to german command structure, do you prefer the ordinary (3 divisions X 4 corps) army, or the (4 divisions x 3 corps) army?

I'm thinking of choosing the (4 division x 3 corps) army to max utilize command capacity and for a surplus corp HQ can be shifted elsewhere.
