How do you transfer control of a country ingame?

How do you transfer control of a country ingame?

Just wondering how you go about transferring control of neutral countries in a PBEM game while its running? I'm sure there's a way but cant figure it out.

Press the F12 key.
 
A House Rule we've adopted is that when a PBEM player issues a DoW on a neutral the player at the same time uses F12 to set the ownership of the country to his opponent. It's just a courtesy to make sure that a player doesn't skip over or miss the DoW because frankly the reporting system could be improved.
For every action, there is an equal and opposite malfunction

Great, the interface is very chunky and clearly needs more work and attention. Great game other than that. Abit more work on Interface is the only thing from making this really shine.
