Noob question #1 - Max % TOE

Noob question #1 - Max % TOE

It is not clear to me what are the effects of changing the Max % TOE, could you to help me, please?

I'd like to understand when it is wise to change this % and when not ...

It could useful for me also to understand how to use the TOE value ...

If a divison normally has 300 riflesquads it will fill up only to 240 riflesquads if you set it's TOE to 80%.
Say you want to attack with AGS in 1942 it can be usefull to set the armies attached to it to a higher TOE % then those attached to AGM and AGN. You will channel most of your replacements to the proper units this way.
