Bulgarian surrender

(August 43/ GC41/ Normal)The rules state that as soon as a supplied soviet unit moves adjacent to the Bulgarian border Bulgaria surrenders. I have several supplied units adjacent to Bulgaria and Bulgaria has not surrendered. Could some please explain to me what it is I have to do, as the soviets, to get Bulgaria to surrender. The Germans are using it as a safe haven and it is really getting on my nerves.

Rumania surrendered over a month ago and is almost clear of Axis units.

Same for me. Axis units used Bulgaria as a safe haven and I had to play cat-and-mouse with them with some NKVD border guards Regiment... not that this wasn't fun [;)] but I wonder if it's WAD.

Bulgaria is off limits for Soviet units even if Axis troops try to find shelter and sanctuary there.

We had something similar with Rumanian surrender - looks like we didn't double check the Bulagarian Surrender.

I will post in the dev forums.

When Bulgaria surrenders, German units that are already there are allowed to move out, but may not move back in. Are these German units already there at the time of surrender? Is the AI moving units back in? If you have a save that repeats having the Germans move units into Bulgaria, please send it to 2by3@2by3games.com. Ideally we need the save at the start of the German turn where if we load the save some units will move back in. There is no rule that limits how long the German units can remain in Bulgaria and Yugoslavia after surrender, although in a 2 player game I suggest a house rule that they should move out as soon as they can safely move back to German held territory outside of these countries.

It looks like like they are still drawing supply as well. I will get the save right after I complete my turn but before I run the AI's turn.

Sorry to dig up a very old thread but I have just encountered this problem myself. I have only owned the game for about a year and am playing the CV campaign on normal. I have had Soviet units beside both Bulgaria and Yugoslavia for several turns now with no surrender message. Is this a bug from way back when, am I missing something? All units are in supply as per the manual.
