Arriving x withdrawing

It is normal, that with arrived divisions I cannot do anything - refit.

When withdrawing units are below 75% of TOE they will remain on the west edge of the map until they build back up to at least 75% and then withdraw. I've heard the messages can be confusing, but if you see units frozen in the rear that say withdrawing on them, you know they are eventually going to exit.
