I see that a new carrier has been delivered on the east coast. My question is. Does the computer move such items and personnel to the west coast or do I need to do that?

It is up to you to move it.

You need to move it through the Panama Canal.  Form it into a TF, set the TF to a new home port of Cristobol or Balboa (can't remember which is which at the moment), set the TF to go there, wait for it to arrive.  When it gets to the canal, set it to a new home port on map and send it there.

While you're safe on the run from East coast to the panama canal...or South Africa if you head east...you'll want to meet up with some escorts for the run from panama to pearl or west coast ports...or from the cape to columbo, etc.
