Off map resources and supply - possible bug

It seems that for the Soviet player, resources produced in an off-map city are used only by HI on that location, excess resouces don´t flow to on-map cities with HI without resources. Supplies produced off-map seem to be consumed by on location industry only too. As a result many on-map factories don´t produce due to lack of resources/supplies.

I also noted that there are two Soviet towns on the map, Kirs and Solikamsk, with resource production not connected to the railroad. Resources just accumulate there.

Yes, I've seen it as well. It is part of the same problem.
