Torpedo without AIR HQ

Hi all!
Would be glad if someone clarify following situation.
Playing Japanese, the info of Torpedo Bomber squad based
in Rabaul shows that it have torpedos(ordinance button yellow),
but I do not have any AIR HQ in Rabaul or within 10 hex around.
The airfield of Rabaul is 6 by the way.

Any suggestions? Is this a secret bonus for IJN?[8D]

Interesting I'd like to know that, have a few bases with AF level 7-9 that don't have torpedoes (due to lack of Air HQ)

Check the Command HQs stationed there. Command HQs can expend supply to provide torpedoes.

I did not know that command HQ's could supply torpedoes. Is it to all bases within its command radius or is there another limitation?

I confirm that there is only NAVY HQ in Rabaul, but could NAVY HQ provide torpedos?
Never heard about such future.

Is it the 4th Fleet or Southeast Area Fleet HQ? Both of these are Command HQs.

You are absolutely right. I just forgot that each of NAVY HQ on that theatre is
a Command HQ. So, no special secret bonus for IJN here.
