Defensive air support

I have blocked off the Crimea and have stationed several airbases for defensive air support loaded with fighters and bombers and all my Air settings are at 25%. These are fresh units with hardly any damaged/unready air units.

The problem is when the AI attacks me every turn the AI doesn't fly in any air support of his attack so my air never flies in defensive support. Is this by design? Does defensive air support only occur if the offensive player uses air units? How can I get them to fly in defensive support of the hex?

These same air units of mine consistently bomb moving targets during the AI turn so I know its not a readiness problem.

I'm pretty sure I've seen cases where the defenders launch air support against attackers.
