198th & 216th ID Frozen

Playing the GC as the Germans against the AI, on Turn 40, and both the 198th & 216th Infantry Divisions have been frozen in place in Germany after coming on as reinforcement many turns ago. Anyone know when they should be released, or is this a glitch?

Probably 18.1.1.2 kicking in. Rebuilding units are frozen for 6 turns.
All understanding comes after the fact.
