upgrade of 11th BG Bolo to B-17

The 11th BG starts with B-18 Bolos. It is set to upgrade to B-17C. There can never be enough B-17C models to permit the upgrade. With PDU off, can the 11th BG ever upgrade? Can it skip the B-17C and upgrade with B-17E? Is it doomed to spend the entire war flying B-18s?

Edit - Whew... I just went through a click fest and ran a test game until there were more than 64 B-17E available. The 11th BG skipped past the B-17C and upgraded to B-17E.

Better late than never.

B-17C formations upgrade to B-17E.  When you do this you create excess B-17C aircraft.  Of course with PDU on you can skip directly to the B-17E, if you've got them available.

Your clickfest confirmed this.
