CS Upgrade to CVL

Chitose and Chiyoda are sitting in Hiroshima/Kure with upgrade to CVL selected as yes, its Dec 1943, and they won't go into conversion.
Is there a secret?

I think you have to do these conversions in Tokyo (capital).  Seems like there was a discussion about that before.

Yes, it must be Tokyo. Make sure Tokyo have big enough repair shipyeard (=50).
