AI advising build orders

The AI keeps suggesting ship building orders but when I pull up the build menu, nothing is there. It says that it would cost XXX and it's been doing it for quite a while now.

i think it was reported before and from what I remember it should have been fixed
...Igniting stellar cores....Recharging reactors...Recalibrating hyperdrives....
