First of all Great Game, Thanks to everyone who made it possible.
I was playing a solitare battle earlier the preferences had the air sections set to XXX by default. While I was buyin my loot I checked to see how many air sections if any the game had given me, and noticed it was four. I bought four sthurm sections putting the air section available number to 0,then I started to calculate how many cargo planes I would need for my Paras. Being a newbie I bought to many Cargo planes and removed one section of them, and noticed that the air section number on the buy screen went from 0 to 1 allowing me to buy another strike element. I bought four more cargo sections and discarded them to test this. The air section number went to five and I was able to buy more strike elements.
When I changed the air sections number in the preferences (in my case to 3)the bug was not repeatable, but then my cargo planes came out of my air section allowance and were not unlimited as it seemed earlier.

BTW- I am looking to gain playing experience against veteran opponents. I have joined the league on Combat Command as a allied commander in '43 , but as the league is ending soon, so I will take on any opponent. So if anyone wants to pick on a newbie or teach me some lessons the hard way get in touch
