make sure you don't have a unit selected

select an empty hex,press R

to deselect press R or click on a unit

Yeah, it happens to me occasionally. Fortunately it's never happened twice in a row. I trace back checking every hex, no partisans, no orange. It just won't work. I even look for if there's like 2 inactive partisans on the line (although that makes the hex go orange with damage, I think) and no luck. So far the following turn they have always worked...
