What triggers a French Revolution?

What triggers a French revolution? I started with a 1792 scenario and national moral began at 200. After 3 turns and constantly rising morale, no declarations of war, or foreign diplomats, the revolution started.

The revolution seems to happen randomly in the in beginning. I searched the manual for "revolution" and got zero hits.

You begin the game as "revolutionary France."  There are several random events that can fire over certain periods (it changes each game) such as the execution of King Louis, counterrevolution and the like.  Should France ever surrender, the revolution fails and the monarchy is restored (another event).

Prussia in "Invitational"
