OKH starts with morale 40?!

Just opened a brand new 41 campaign on normal difficulty and OKH starts with a morale of 40 on beta 4. Same for my PBEM. Is that designed like that or did I stumble upon a data error?

Morale of HQ units have no effect on the game process. It is known "problem", but so far there was more important bugs to fix.

Over time, the OKH morale level will climb back towards its national morale norms, and since the unit never sees combat (you aren't really putting those office boys on the front line are you?) this has no effect on gameplay.

Doesn't it affect failed morale checks of HQ's lower in the command chain? Since it is OKH I agree that the real influence would be very small. I just posted that to make sure that the problem is known...
