Can't give money to player

We thought we could fix a money disparity in our PBEM game by me (the admin) giving France the money he did not receive during ECON, but when I used the admin menu to give that player the money (during my reinforcement phase), there was no log entry, no confirmation (no message saying "you have given x dollars to y"), nothing, so I was not sure if it went through. Sure enough, when the French player got to his reinforcement phase, he still did not see the money. I sent Marshall the save file, but I forgot to mention to perhaps look to see if another nation (or minor - perhaps Thuringia) may have received that money instead...! This could all be related to the same error we had before - where Thuringia was showing as having conquered France.
