SU rebuilds from forts?

Are SU's in Fortified Regions that surrender permanently eliminated? I know they get destroyed when a FR surrenders, but is it permanent? I saw that SU's attached to eliminated divisions come back when the division is re-created, in 'cadre' form.

Fortified regions don't come back.

I was talking about support units assigned to FR's.  I know the SU gets killed, but does it come back?
