Partisans and rail destruction

Hi,

GC playing as axis. Beginning of 1942. Blizzard. Though times. No signs of partisans yet (except for the cadres that becomes visible during the Soviet turn). When can I expect the partisans to "pop up" and do some serious damage? And when they do damage my rail do I have to manually repair the rail with my FBD units or will the automated units deal with the repairs?

Hi,
 
Partisans can appear whenever units are shattered and/or if Garrison levels are not met in Soviet Towns/cities. They'll begin as cadres and will grow and then become visible to the Axis where there'll move and disrupt rail lines.
 
As for rail repair - depends - if you have HQ's and RR Bn's in range they'll automatically repair the rail when the partisdans have been 'removed' or you can use FBD's if you really want to.
