Attaching Support Units to Soviet Divisions?

I’m still learning the ropes. Apologies if this has been asked and answered before, but for the life of me I can’t get the forum search engine to give me any feedback other than “no match for your inquiry” – or some such thing.

Question: I’ve played a number of scenarios as Axis vs. a Russian AI. I started playing the 1941 Leningrad Scenario as the Russians vs. an Axis AI. The first thing I noticed was that I can’t seem to attach any support units directly to divisions -- ala what the Germans can do with Pioneer battalions, stug battalions etc etc. I know I am getting Soviet Army level HQ support to various combat resolutions (artillery battalions etc), but was wondering if the Soviets have the same ability to apply dedicated support units directly to divisions?

Not to divisions, only to corps sized units.
