Need advice on Russian factory evacuation priority

I can see that the doubled RR costs of evacuating factories is going to significantly limit what factories I can withdraw. I haven't tried to figure out Russian production in WITE, just like I avoided trying to make sense of Japanese production in WITP-AE (other than knowing I had to get oil to Japan). In both cases the game is highly playable. But what I need to know is what type of production (arms, HI, plane factories, tank factories, etc.) should be my top priority for evacuation, and what such a priority list should look like to optimize Russian production for 1942 and later.

I dont think its that complicated.

Minks's industry cant be railed on soviet turn one due to the new rules. So its toast.

Evacuate the other industries as the enemy gets closer every turn.

Use all your rail cap every turn.

Evacuate the other industries as the enemy gets closer every turn.

Use all your rail cap every turn.

In my game with QBall we started before the update that doubled the evacuation costs. Thus, the only factories I lost in that game were the ones at Minsk. But I can see that a rapid advance will cause me to lose many more in our new game (because of the doubled RR costs), and I won't be able to stop him everywhere. So I need to know which factories should have highest priority. In the past I could evacuate everything in the Leningrad region in two turns. Now it will take four or five turns, so I know I'm going to lose some of them no matter what happens on other fronts. So, which should be removed first? My guess is the tank factory, but I'd like to hear from someone that understands fully the production system.

One thing to check is to see if the factory has a update. If it doesn't, then when the production run on that particular item ends, those factories shut down anyway (The Mig-3 factories in Moscow fall in this category and I think there are a few others. Saw a note that there is no need to move them since they will poof).

The T-34 factories are completely useless. They just suck resources for no gain, as there is a bug that prevents them from really working. I would definitely leave those.

There is an armored car factory in Lgrad that falls there too.

Of HI and armaments, is one more important than the other? Should only armaments move out and leave HI? Or the other way around?

Heavy Industry produces supplies. Supply pool is then used by Armament and Vehicle factories to produce vehicles and armament. However even if you don't "transform" supplies into Armaments and Vehicles, supply in the supply pool is still useful, to supply units (part of it is ammo).

That would suggest that HI points are more important than armaments and vehicle points. However I have no idea when HI becomes overkill, or how much of anything you have or really need.

Here's my evacuation plan for Leningrad.

Im playing the AI on hard which means transport level is at 80 instead of the usual 100. Im taking all the armaments. Armoured cars are useless alot of Rifle Divs plus tank brigades and cav have them. Although they have a nice CV weight factor of 4. Leningrad is the only producer. It's turn 13 and Im still getting smashed everywhere. None of these AFV's are gonna be useful till I can make corps. First corps available is Cav in Dec 41.

KV-1's I played a GC42+ and built a few Heavy Tank su's but theres a limit on how many mobile forces the soviets can support (vehicle wise) so I wont miss these.

Yak 6 is a short range transport plane. Not yet in production. Wont miss this.

T34 1942 begins production 7th 42, so it will have re-expanded by then.

Vehicles I must take all as they have no expansion.

The AFV & aircraft factories have an expansion rate of one.

Can only take 2 heavy industry this turn as rail cap is fully used.

Screen shot is pre-move.

The factories will be split up and railed to locations where the same/similiar factories are. Failing that, to hexes with the most manpower and railyards. Its hard to find a port in the Urals after all.

Maybe its better to not produce the crappy AFV's. At the moment I need every bit of manpower turned into a rifleman.

The Axis are gonna have a ZOC on my rail line by next turn therefore making it unusable. Leningrad will probably fall. I can only mass approx 3 divs (30,000 men) in a hex, and set some to RESERVE. The Axis are attacking with about 100,000 men on average per strongly held fort 4 hex.

There´s no need to evacuate the BA-10 factory; I think they only produce until 10/41, then shut down permanently.

Yeah, your right last month is 9/41. Thats 280 wasted rail cap![:D]

The one I moved got a whopping 98 damage. So it wont produce at all now.

OTOH, at least the other 19 armoured car factories were destroyed. I need all manpower going to Rifle Divisions.

I might not move the Heavy Industry. I will probably move the other armaments factories from across the river at Leningrad.

I generally try to evacuate everything several turns before this. I have never seen a T-34 factory at Leningrad, but a T-60 factory instead. I evacuated that factory. Will it turn into a T-34 factory in its new location? 
 
Your example has brought up a couple of other questions: If a new factory shows up in a city that is surrounded or captured, is it lost permanently? Secondly, is there a master list that tells me when and where new factories will show up?
