V103 Soviet Rifle Division 45 TOE upgrade BUG

I was running a test on fortifying levels and one of the rifle divisions upgraded to 45 rifle division TOE.

This division was before upgrade at 100% TOE.

After upgrade it was at 17% Rifle men.

Next turn it was REFITTED to 100% Rifle men.

Here's the rifle division the turn after. It was refitted back to 100%.

You will find the rifle division south east of warsaw, next to the fortified regions.

I guess it takes only one week time to learn how to use the new equipment and reorganize. Is this too quick? Should it be longer?

On a TOE swap out on an experienced unit. Stripping out the experienced to replace with 'green' replacements would rapidly destroy a powerful army.

Confirm the bug. It can happen when ground element has no upgrade set, i.e. set to 0. Will fix. Thanks for the report.
