Been thinking about what I'd do for the Japanese people of today versus the Libyan people of today.

So, I keep coming back to the issue of the Libyan insurrection / uprising versus the need for Japanese rebuilding aid.

One country (and its leadership / citizens) has thumbed its nose at us for 30 years.  The other has been a loyal and inimitable ally for the last 70 years.
