Seige Warfare

Why was seige warfare left out of this game?? There will be no Vicksburg ... 6 months ... or Petersburg ... a 9 month seige. I am playing an e-mail game as the Union. The CSA moved a ironclad out of Wilmington and drove off my fleet .. they then attacked New Bern ... I lost the land battle and 25 units. I had a fort to retreat into ... so why no seige?? [X(]

It's like leaving tanks out of a Panzer game, or at least SP's.
