How do other Russia players ever manage to get enough trucks into their pool?

I'm in early 1944 and throughout the last winter my truck pool has been something like 70K out of 240K required. As the good weather hits and my rail heads get closer to the front lines the number of trucks required seems to drop, but I never seem to have as many as half as many trucks as I need.

I've tried taking nearly all of my tank armies, spare tank corps and a lot of tank brigades out of the line and putting them on rail hexes in static mode, this seems to free up a number of trucks temporarily (and give me an admin point bonus) but within a few turns they are all gone and I'm back to 40% of my requirements or less. I now have entire fronts on static, but still no trucks.

Can I convince my factories to stop producing everything else and start producing trucks for a while?

So far I have surplus trucks but I'm in June 42

In testing we found that the sovs ran at about 2/3 of vehicles required from 1943 onwards, with approx. 1/3 of the front in static mode at any one time.

I know Flavio, who played the Sovs in the 1943 campaign, would limit the number of tank and mechanised corps that he would build, but I can't remember the number he would use.

The problem with wagons and horses is that I never get enough fuel and supplies into my front line units.  I have tank corps up there with 4 and 6 movement points.  Going nowhere fast.

Thanks. It appears I have too many independent tank regiments.  I built some to give my infantry a bit more kick, seems I should have stuck with sappers.  I have been disbanding them but it's a slow process.  It would be nice to have a checkbox/select units by pattern/click button to disband/static/reactivate on the command or OOB windows.
